Peace Corps Online: The Greatest Generation

The fathers of the Peace Corps, John F. Kennedy and Sargent Shriver, both saw combat in World War II as did many other "Peace Corps Giants" like Jack Vaughn (photo above) who fought in the Marines in the Philippines and who, at 85, is now the last surviving member of his platoon. No one hates war more than a veteran and it was because they hated war that out of their sacrifice they sustained institutions like the United Nations and created organizations like the Peace Corps.

On the 60th anniversary of the ending of WWII, we honor members of "Greatest Generation" and present the story of one of them and his contribution to the Peace Corps.

"This summer—from May through August—has become a season of golden anniversaries for the World War II generation. They have triggered vivid reminiscences of those climactic events—V.E. Day, V. J. Day, the signing of the treaty—which marked the successful conclusion of the war and have evoked a nostalgia, even celebratory mood." Jack Crandall headed SUNY Brockport's Peace Corps/College Degree Program from 1967 to 1971. Read his memories of the end of WWII and the amazing coincidences that culminated in golden moments not far from the Golden Gate, leaving golden memories behind. This article was written shortly before Dr. Crandall's death.

2. The Military Option: The Debate Continues

The debate continues over the Peace Corps Military Option. Read two new viewpoints on the military's plans to let selected recruits meet part of their reserve military obligations after active duty by serving in the Peace Corps, allowing recruits to count time in one toward service in the other.

Welcome Soldiers to the Peace Corps

Coleman McCarthy says RPCVs should welcome soldiers to the Peace Corps. "If contamination is the fear, why not exclude all former soldiers who might want to join the Peace Corps? If that idea has never been advanced, and it never has, what's the difference between accepting those recently out of the military and those still in? If they are qualified and can pass all the entrance requirements, let them in."

Not the place for Soldiers

RPCV Avi Spiegel says the Peace Corps is not the place for soldiers. "If people around the world begin to see no difference between the Peace Corps and the U.S. military - if the Peace Corps loses its cherished independence - then the most effective public diplomacy program we have is finished. And President John F. Kennedy's grand vision of young people serving their country in the cause of peace will die with it. "

3. Why blurring the lines with the Military would put PCVs in Danger

Self-described "military brat" Joanne Marie Roll (RPCV Colombia) says that when the National Call to Service legislation was amended to include Peace Corps in December of 2002, this country had not yet invaded Iraq and was not in prolonged military engagement in the Middle East, as it is now. "The soldiers who have been in the military during a time of war will be loaded with intelligence which would be of prime value to terrorists. Once away from the protection that the military, of necessity, provides its members and assigned in Peace Corps sites, unarmed and isolated, they will be vulnerable to being captured."

Remember with Honor

Peace Corps Volunteers don't get medals or battle ribbons. There are no welcome home parades. Nor would any of us want it that way. But the story of one volunteer's three years of captivity as the hostage of a insurrection group in Colombia should be told and his name remembered with honor. He was Richard Starr, Peace Corps Volunteer, Colombia 1976-80.

4. Peace Corps Fund announces Sept 29 Fund Raiser in NYC

The PeaceCorpsFund is moving fast towards their September special event to raise funds to support RPCV projects within the U.S. The PeaceCorpsFund is not a membership organization. It has been established to help RPCVs fund local projects to educate Americans about the world we knew as Volunteers. There is no paid staff, no full time office space, and all the work done for the PeaceCorpsFund is done by RPCVs volunteering their time as a Third Goal effort.

5. Peace Corps Director completes three week trip through Africa

Peace Corps Director Gaddi Vasquez (above, right) has just completed a three week tour through Africa. Read about the last leg of his journey and what he saw in Madagascar. "The Peace Corps values the program in Madagascar because the volunteers are making positive contributions, but also because they are learning about Madagascar and will share their experience with the American people when they return home," said Director Vasquez. "It is my strong belief that the collaboration between the Peace Corps and Madagascar will continue to flourish, due in large part to the hospitality and welcoming spirit of the people of this great country."

Over the past week all of us have been touched by the devastating images and
stories coming from the areas affected by Hurricane Katrina.  At NPCA we have
been following developments closely and have received messages from the Peace
Corps family with information on how we as a community can respond.

Peace Corps has asked us to let you know that they are mobilizing the Crisis
Corps, and they ask that RPCVs update their information.  Federal Emergency
Management Agency (FEMA) disaster manager Karen Keefer (Nigeria 66-68) has asked
me to put out the call to the Peace Corps community that FEMA is looking for
returned Peace Corps volunteers interested in deploying to the South as paid
FEMA "disaster reservists."

Information on these and other ways you can help can be found on our Web site,
where we've created a page with hurricane relief information.

We will be continually updating this page as more information becomes available,
so be sure to visit it often.  The page is linked directly from our home page at

The American Red Cross has asked for 40,000 new
volunteers to assist with the aftermath of Katrina. I
am conducting Fast Track training for volunteers
willing to go to the Gulf Area at the Indy Chapter,
441 East Tenth, (phone 317-684-1441). Volunteers
should take the basic Introduction to Disaster
Services on-line at www.redcross-indy.org (go to
online classes and sign up for Introduction to
Disaster Services, no fee). I am also teaching this
class at the Chapter if there are problems getting
online. Many people are taking it.

This is to inform you that legislation has been introduced in the House of
Representatives to remove Peace Corps from an existing law that connects
Peace Corps service as an option within a military recruitment initiative.

The legislation, H.R. 3709, has been introduced by Congressman John Kline
(R-MN), a member of the House Armed Services committee. To view the

titled, "Search Bill Text 109th Congress"

We are in the process of preparing action opportunities and expect to have
them available to you shortly. In the meantime, we are attaching the press
release from Congressman Kline (below). It should be noted that the
Congressman served for 25 years in the United States Marine Corps (retired
with the rank of Colonel) and served as a military aide to both Presidents
Carter and Reagan.



Kline Introduces Legislation to Separate Military Service, Peace Corps

WASHINGTON – Congressman John Kline (R-MN) introduced legislation to alter
the National Call to Service Program to remove the Peace Corps as an option
for completing an individual’s military enlistment requirement.

The National Call to Service recruitment program was created in December
2002 to allow military recruits to count service in the Peace Corps or
Americorps toward the 8 year commitment required of enlisted military
personnel.

Many former Peace Corps members are concerned that perceived links between
military service and the Peace Corps could jeopardize the safety of Peace
Corps Volunteers who provide humanitarian service in remote locations.
Kline’s legislation will help differentiate the roles of Peace Corps
volunteers from those of enlisted military personnel.

“Thousands of military veterans have served honorably in the Peace Corps
following their military careers and will continue to do so,” said Kline.
“The goal of this legislation is to ensure the independence of the Peace
Corps and the safety of their volunteers.”

CIRPCA is doing a service project for Indy Parks at Eagle Creek
Marina on October 15th in the morning.

The project duties are:  underbrush needing removal, driftwood moved
and piled, low branches need trimming, pontoon boat need bleach-
water cleaning and scrubbing.

We need 25 people, at least 20 to do this project. Please email me
at ombili9@... or call me at 317-627-8982 to RSVP for this
project ASAP. I will then email you a Group Volunteer Form. That
form needs to be completed, signed and returned by October 14th to
Linda Murray, Community Outreach Manager, Indy Parks and Recreation,

uploaded on the CIRPCA webgroup page under Files on 10-7-05.

Hello everyone,

Below is the schedule that we need to fill for the CIRPCA booth at the International Festival 3-6 November 2005. This is CIRPCA's second year to participate. The Festival is at the State Fairgrounds, 1202 East 38th St., Indpls, at the Exposition Hall. Our booth is #104. Expect to pay $3.00 to park. At our dinner on Wednesday, October 19th I will have discounted tickets to get into the Festival.

Information at the booth will include basic PC information, PC highlights from different countries, and info. about CIRPCA. Anyone who would like to share PC highlights can make a page to put on a display board and bring it to the Wednesday, October 19th dinner. (i.e. last year some of us used construction paper to put pictures and write notes on). Look under the photos section for International Festival 04 pictures.

Wednesday, October 19, 2005 is the annual meeting where annual elections will be held. 3 positions are available for a 2 year term: Education & Social, Treasurer, and At-large

CIRPCA is accepting nominations for the board. If you or someone you know is interested in serving on the board they should access the CIRPCA Yahoo group and read the preliminary bylaws to know the duties of serving as a board member entails.

You can nominate yourself or someone else. E-mail or call
Debbie Anderson (ombili9@..., 317-627-8982) with your nominations by October 16th. No nominations will be accepted after that date. After the nominations are received the nominees need to send bio information to Debbie by October 18th. The bio information will be included on the ballots. The bio info should include your Peace Corps service info (country, years of service, sector, etc.), what you do now (work, retired, etc.), volunteer work and organizations currenty involved in, and a brief statement why you want to serve on the CIRPCA board. The election will be held at the October 19th gathering.

Get involved in CIRPCA. It's a great time to use your energy and initiative to work towards the third goal of PC.

Still looking for volunteers to work at the Eagle Creek Marina this weekend. I met with the Park Director today and he showed me what we need to work on, which is cut and move driftwood, cut and remove brush. Come on I know it sounds so enticing, it will be great fun to be around other RPCV's and maybe some potential PCV's. I've only heard from about 5 people, so we NEED 15 MORE PEOPLE. Please email me

For those who have RSVP'd to me and those who want to work: When entering the park inform them that you are working on a volunteer project at the Marina and you will be able to get in free. Then follow the signs to the Marina and that's where we are working. Start time is 8:30 a.m. and we'll work for about 3 hrs. If you have any of the following items please bring them: chain saw, looping sheers, any other helpful outdoor tools to cut brush.

FYI: The form I previously mentioned does not need to be filled out at all by individuals.

Republic, departing in February.  I will be working in environmental

Hello!
I've just been cleared (exciting!!) and now am awaiting placement in
sub-saharan Africa.  Can anyone give me any tips on holding out for
better placements or if should I take the first thing offered?
If this process is anything like "military recruiting," then I'm
thinking I should hold out.  But I certainly do not want to miss an
opportunity.
Also, does anyone have info on the position of NGO Advising Program for
HIV/AIDS?
Being the first of December, does anyone think it possible that I could
leave by February if I accept a position this month?  The placement
person said "Absolutely No" but for some reason, I think she's just
saying that.  Hmmm...  She also said that she could not e-mail or send
me any information about the program.  Is this strange?  typical?
I came to the picnic this summer and really enjoyed meeting you.
Someone gave me a contact name for placement in Africa, but I've
misplaced it...do you remember who that was?  (Redhead, served in
Africa, a friend of Abbey Hambright and who brought her dog to the
picnic?! Sorry, I've forgotten!!)  Anyway, I'll take any and all
suggestions, ideas, contacts...

I am an RPCV, (Mali 1998-2001) and I recently moved to Bloomington.
I am serving this year as an AmeriCorps*VISTA Leader near
Bloomington with the Area 10 Agency on Aging.  We are currently
planning an event for the upcoming Dr. Martin Luther King Jr.
Day, "A Day on Not a Day Off" celebration.  Since the executive
director of Area 10 is also an RPCV, we would like to ask local
RPCVs to participate in this event.  Our idea is to ask RPCVs to
accompany the Meals on Wheels program that operates out of Area 10
and to give a special presentation on topics such as peace and
community that Dr. King promoted.  We would love everyone's imput as

Hello!

A big thanks to those that answered my placement questions earlier
this month.  I psyched myself up to serve in an HIV/AIDS NGO program
in Africa when a different placement person called and invited me to
the Dominican Republic doing "innovations in basic and special
education."  It leaves in February!  (I guess "Absolutely NO, you
cannot leave in February" is a soft 'no' afterall!!)

So much for the French lessons and my compiled materials on Africa!
Now I'm scrambling to refresh my Spanish and special education
resources.  Ahhh, patience and flexibility, patience &
flexibility...

Can anyone offer comment on life in the Caribbean?  Special
education?  A quick immersion in Spanish in the next few weeks around
Indy?

I am contacting you about an exciting event that CIRPCA is a part of called "HOMEWARD BOUND - Indiana's 5K Walk to Fight Homelessness!"

This fundraising walk-a-thon takes place on Sunday, April 30, 2006 at Veteran's Memorial Park in downtown Indianapolis. It is one of eight walks statewide that will raise more than $500,000 for local homeless and affordable housing programs. Dollars raise locally will STAY LOCAL to provide services such as shelter, food, and other needed support services for Indiana's homeless citizens.

Winter greetings from the Chicago Peace Corps office!  I am just a few weeks away from my next visit to Muncie.  I am sending you this e-mail to keep you informed of Peace Corps activities on your campus.

The dinner reception will bring together Returned Peace Corps Volunteers, the families of currently serving Volunteers, Ball State students who are preparing for service in 2006, and Ball State's international students. Late Nite Program

Student Volunteer Services is showing the movie Volunteers, featuring Tom Hanks and John Candy.  As many of you may know, this comedy is about Tom Hanks' fictional Peace Corps experience.  Student Volunteer Services has requested that a RPCV attend this event to speak about what Peace Corps is really like and to hand out Peace Corps materials.

Volunteer Panel Discussion

Student Volunteer Services is organizing a panel discussion for their Week of Action.  SVS would like to have one panelist talk about Peace Corps.  Although I will be on the Ball State campus during this week, I will be gone by the time of the panel discussion.  There will be a total of five panelists, and the discussion will last one hour.  The office of Student Volunteer Services will send each panelist specific questions to address during the discussion.

Peace Corps Information Meeting

Each semester I hold an information meeting on the Ball State campus for students.  I would like to have one RPCV attend the early part of the meeting to speak for about 10 minutes about his/her Peace Corps experience.

            Time: 6-8pm (guest speaker is needed from 6:30-6:45pm and can leave after that)
