  WeCan - Wi$e Energy by Capital Area Neighbors

 

Wi$e Energy by Capital Area Neighbors - WE CAN - is a community energy challenge launched by the Metropolitan Washington Council of Governments (MWCOG). 

This program is starting as a pilot in three communities in the Metro DC area, and one of them is BROOKLAND. 

By joining WE CAN, you will learn more on how to save energy in your home so that you can save money on your utility bills. You will also earn rewards redeemable at local and national retailers, based on how much energy you save.

                I want to install Solar Panels on my house and I want to
save money.  Can you find out for me what the most Efficient Solar Panel
Manufacturers sell the panels for Wholesale to Solar Installers?  What are
the most Efficient Solar Panels on the Market for Residential Solar
Electricity Panels?   I don't want Thin Film or Amorphous Silicon.  I want
the High Efficiency Panels.
                I want to produce at least 4 Kilowatts of power at peak.

Here are some helpful resources to help you decide which PV is right for
you.
first is the CEC PTC ratings; a little definition is as follows:

PTC refers to PVUSA Test Conditions, which were developed to test and
compare PV systems as part of the PVUSA (Photovoltaics for Utility Scale
Applications) project. PTC are 1,000 Watts per square meter solar
irradiance, 20 degrees C air temperature, and wind speed of 1 meter per
second at 10 meters above ground level. PV manufacturers use Standard Test
Conditions, or STC, to rate their PV products. STC are 1,000 Watts per
square meter solar irradiance, 25 degrees C cell temperature, air mass equal
to 1.5, and ASTM G173-03 standard spectrum. The PTC rating, which is lower
than the STC rating, is generally recognized as a more realistic measure of
PV output because the test conditions better reflect "real-world" solar and
climatic conditions, compared to the STC rating. All ratings in the list are
DC (direct current) watts.

Neither PTC nor STC account for all "real-world" losses. Actual solar
systems will produce lower outputs due to soiling, shading, module mismatch,
wire losses, inverter and transformer losses, shortfalls in actual nameplate
ratings, panel degradation over time, and high-temperature losses for arrays
mounted close to or integrated within a roofline. These loss factors can
vary by season, geographic location, mounting technique, azimuth, and array

Thanks.  I would also be interested in finding out Less about Installers and
more about the Best Choices in Solar Panel Manufacturers.  I am concerned
that most installers use one type or two types of Solar Panels.  I want to
know what impartial or objective Ratings have been done to find the most
Energy Efficient and Powerful Solar Panels made, then I want to know if any
of those manufacturers are making them here in America.  If not, I would
still like to know what are the "Best" panels  (A Industry Top 10 Rating
List?) and what are the Brands and Models of the Best Panels?  I don't want
Thin Film since my roof space is small, so I need High Efficiency that will
either take less space on my roof or produce the most efficient amount of
Power in the same form factor.

Your Help doing a Comparison or Side by Side Benchmarking of Various
Manufactured Solar Panels in the Residential Market would be great.
Installers won't tell me what is the best, they will only tell me what they
offer.  I want to know who is the Best Manufacturer and then I can pick the
best installer from that Manufacturer.

We found that putting on one of these events and doing it really really well takes a huge amount of energy. MTP did it last year.  Our basic vision for the solar coops is to rotate it so that there is at least one of these events per year. It would be great if next year's was in Brookland. MTP members and Cap Hill members would be happy to help.

Of course you are welcome to do it sooner, but it might be good to get 20 houses or so in Brookand to go solar this year so you have a base of expertise and experience in the neighborhood to build on.

Yesterday evening (10/13), representatives of a few DC solar coops joined
about 100 other community representatives and interested parties at the
first "Smart Meter Education Workshop" organized by the Office of the
People's Counsel and featuring a phalanx of Pepco representatives.   There
will be a series of these events explaining the $90 million Pepco roll-out
of "Smart Meters" to all DC consumers.  Financing comes from ARRA/stimulus
funds (50%) and DC ratepayers.  Because of the need to access the stimulus
funds, the Pepco program was fast-tracked through the DC Council and Public
Service Commission.

Smart meters are the key component of a Smart Grid that will eventually
facilitate more rational and efficient electricity usage by customers and
utilities.  Those willing to make a substantial leap of faith may also
envision energy cost savings over the long term.  For the time being,
however, the only obvious near-term savings will be in Pepco's labor costs
once the meters are functioning.

Informational materials are available at www.opc-dc.gov, www.pepco.com, and
www.powercentsdc.org  The last site covers a pilot smart meter program
conducted during 2008-2009 in the District of Columbia.  The program was
frequently mentioned during the workshop.

Of most importance to those us who have or will be going solar is the fact
that the new meters are not capable of NET metering without a physical
reprogramming of the meters that are being installed under the program.
Personally, I would not bestow the "smart meter" designation on a piece of
equipment that only counts numbers in one direction, but that's just me.

Anyone who has completed the installation of a solar system in DC is aware
of the delays and issues related to Pepco's system approval, meter
replacement and billing procedures.  This little quirk in the new smart
meter program will undoubtedly add to those delays and possibly costs.  It
may also complicate efforts to keep track of production data for those of us
who are already online.

Our Pepco issues working group will be dealing with this and other
significant issues in the coming weeks and months, but we wanted to alert
all parties of the need to pay close attention to any communications from
Pepco regarding meter replacement.

We have much more information to share about all aspects of this, so any
questions or comments would be warmly welcomed.

Dear Brookland Solar Coop:
This email is FYI to keep you aware of issues regarding hearings regarding
PEPCO (Smart Meters, etc.) and Solar Related Concerns.  The City Wide "Solar
Congress" of which we are a part is working together to ask the Public
Service Commission and DC Government to make sure that PEPCO does not make
the Mistake of getting New "Smart" Meters that will not be compatible with
SOLAR "Net Metering" needs for us to get the credit we deserve for putting
electricity into the Grid.  The current "Smart Meters" proposed are fairly
"Dumb" when it comes to "Net Metering".
         Please Remember that "Net Metering" is a Key and Crucial part of any
Solar Project.  Without "Net Metering" the Solar Incentives are much less.
Please continue to advocate that PEPCO and DC make "Net Metering" easier for
Solar Installers and Solar Owners.
         This is an issue we must stay on top of so that PEPCO does not stall
or hurt the Solar movement in DC.  Please stay tuned and aware of
opportunities to let your Elected Officials and DC regulators know that you
want "Net Metering" to be a Priority for PEPCO to support and that any
replacement of Meters should promote "Net Metering" and Solar Congress
related issues.

I am having folks from Clean Current come over next Thursday to look at
installing on my flat roof.  I can let you all know what comes of it.  The woman
I spoke to said that if we can get a coop involved, then there is a possibility
of a discount of 2-7%, depending on various costs and factors.  If folks are
interested in the possibilities of combining, that'd be great for all of us, I
would think!

My Name is Lynn Fischer Fox.  I’m sad to say this is the second time in about six months that I have come before the council to try to protect the Renewable Energy Incentive Program (“REIP”).  I live in Columbia Heights and I am a member of the Mount Pleasant Solar Cooperative.  My family just completed installation of a 27 solar panels on our Columbia Heights row house.  Even in November, when the sun is low in the sky, we have been able to generate more than 40 percent of the electricity our household uses.  The Renewable Energy Incentive Program made that possible for us.  The DC incentive program makes solar energy accessible to all DC homeowners.  Robbing that fund for DC’s general expenses denies other DC citizens the ability to go solar and denies all DC citizens the benefits of a cleaner more sustainable environment.  I am here today to urge you not to remove funds from the Renewable Energy Incentive Program.

When I testified in April about this same issue, I said I was shocked and upset by the Mayor’s proposal to raid the Sustainable Energy Trust Fund.   Having now spent a surprising amount of my time working to protect DC’s renewable energy program, I am no longer shocked, but I am still upset! 

The money in the REIP is not DC tax money; it is collected as a special fee on each and every DC Pepco customer.   The money collected is specifically designated for the Sustainable Energy Trust Fund (“SETF”), which funds the REIP and will fund the Sustainable Energy Utility (“SEU”).   Raiding the SETF, guts dedicated clean energy funding, putting innovative sustainable energy programs at risk and jeopardizing well-paying green jobs for D.C. residents.  To remove money from that trust fund is a violation of the trust of utility customers – there is a reason it is called a “trust fund”.  

As a citizen who is concerned about keeping our city and our planet clean and safe for future generations I supported the Clean and Affordable Energy Act that created the fee on my utility bill.  I was happy pay the rate-payer fee on my utility bills to support the Sustainable Energy Trust Fund.

Every time a home in DC goes solar it benefits all DC citizens; by providing a clean renewable source of energy my solar installation reduces load on the electrical grid, making power outages and brown-outs less likely for all customers; in addition, as more households go solar, it reduces the Pepco’s need to construct expensive and dirty new power plants or to buy expensive power on the open market – which helps keep rates low for all DC customers.   Solar installations in DC and other renewable energy programs are creating green jobs.   And, of course, our clean power helps reduce carbon emissions that cause climate change.

If the objectives of the Clean and Affordable Energy Act are realized it will help make Washington, DC a leader in clean energy and green jobs – just the kind of place I want to live and raise my family.  I do not, however, support a fee on my utility bill that is used to fund DC general funds.   Raiding the trust fund is just a backdoor tax increase.

I am sympathetic to the city’s need to find funds to meet its obligations; however, this is not that way to do it.  If tax increases are necessary those should be made overtly and publicly, not by raiding a dedicated trust fund.  I urge the Council to protect the Sustainable Energy Trust Fund and ensure that the fees assessed my utility bills and those of other D.C. citizens are used for their intended purpose.  Put the “Trust” back in to the trust fund.

So, the Clean Current folks came out and looked at our flat roof and gave us two
proposals.  I'd be interested to hear from folks on this listserve about two
things: 1--what do you think of the proposals, and 2) if people would be
interested in also getting a project, as more folks in a small area getting a
system brings down the cost for everyone involved.
The first of the two proposals was for 14 Sharp 224 Watt panels.  The total cost
for the system (3.136kW) is $22,940.  Then there's the Fed tax credit of $6882
and the DC grant for $7272.  The net total would be $6786.  This net could be
diminished more if I took the SREC up front ($3606) for my future credits for
clean energy, taking the net down to $3180.
The second plan is for 14 230 Watt Sunpower panels (3.22kW).  This is slightly
more expensive--$25847.  With the various grants and credits, it comes down to
$8653.  The SREC is a little higher ($3703), so the net ends up being $4950.

I think the estimates are pretty high. I think you should get at least two estimates from other companies. I suggest you talk to solar solutions, which has been the most competitive price wise and one other. All the installers will offer discounts for being members of a solar coop-- of course there is a lot of leeway in how much of a discount.

Anything over $6,000/kw installed is high right now compared to what others have been paying. Of course, different situations, and different qualities of panels, US made, length of guarantees, etc all differ.

  • The Council hearing on the Bill 19-10, the Distributed Generation Amendment Act of 2011 was held over a month ago. At that time, an over-flowing crowd of over 50 people representing local solar installers, DC Solar United Neighborhoods (DC SUN),  homeowners, community leaders, and environmental organizations showed up and testified in support of the bill. Council Member Alexander ended the hearing by stating, “We will pass this bill.”
  • Since that time, whatever limited concerns raised at the hearing have been fully addressed.
  • This bill is a Green Jobs-- No BRAINER for the DC Council. This bill is projected to create up to 2,000 green jobs in the District over the next nine years and will generate approximately $50 Million in sales tax revenue and more than $100 Million in income tax revenue over the next nine years. The bill is TIME SENSITIVE, and without quick action, we will lose an industry our city has worked so hard to create.

Why Hasn't the Council ACTED to pass the bill?

    Thirty large and profitable Fortune 500 corporations paid no federal income
    taxes between 2008 and 2010, according to a new study Thursday on corporate
    loopholes.

    In fact, the 30 companies enjoyed a negative effective income tax rate over
    the three-year period, even as they earned pre-tax profits of $160 billion,
    according to two think

    Citizens for Tax Justice and the Institute on Taxation and Economic Policy.
    A negative tax rate represents a tax benefit like a credit, not necessarily
    direct funds from the government.

    Pepco Holdings, a Washington, D.C.-area power company, had the lowest
    effective tax rate at negative 57.6 percent and 78 of the 280 Fortune 500
    corporations studied enjoyed at least one year in which they paid an
    effective tax rate of zero or less.

    In addition, the average effective tax rate for the entire group of
    corporations studied over three years was only 18.5 percent, compared to
    the statutory rate of 35 percent.

    The total amount of tax subsidies given to the 280 Fortune 500 firms was
    $222.7 billion from 2008-2010. Wells Fargo got the largest tax breaks,
    receiving $18 billion in breaks from 2008-2010.

    The top 10 defense contractors saw their combined tax rate fall from 19.3
    percent in 2008 to just 10.6 percent in 2010.

    Corporate taxes paid for more than a quarter of federal outlays in the
    1950s and a fifth in the 1960s, the report noted. If we are going to get
    our nations fiscal house in order, increasing corporate income taxes
    should play an important role.

Ann-- there is a simple on-line application  -- see the link above to nominate your building ... However, you should also apply for the DC rebate --Emily will send you a link. We can assign a solar ambassador (one of our experienced volunteers ) to help you through the process after you sign up. Depending on your building you may have a number of options available.

    Proposed Solar Goals
     
     
    Install solar thermal and/or PV on every appropriate (wrong orientation, shading, etc. excluded) property in DC, representing 35% of all buildings, in 10 years.
    Provide optional low-cost financing so that every solar project that takes advantage of all available federal (Renewable Energy Credits and Investment Tax Credit accelerated depreciation) and local tax credits (DC Solar Renewable Energy Credits).
    Implement existing DC hiring preferences for all solar installations receiving low-cost financing. Create ## new jobs for local residents through solar investments. (Can someone help us identify a goal with some basis in reality?)
    Establish domestic (U.S.) manufacturing preferences for renewable energy and energy efficiency products funded through DC-based financing systems (#2 above and other funding streams through the SEU, DDOE, DHCD, etc.). Allow a 10% cost differential for U.S.-manufactured products. (Yes, I know this only indirectly serves DC, but it creates U.S. jobs, which have a better chance of indirectly producing revenues flowing to DC than purchases from China, etc., and we are still a country, aren't we?).
    Create demonstration solar projects in every neighborhood throughout the city and serving all income levels of DC residents.
    Increase DC's Renewable Energy Portfolio Standards to 20% in 2015, 50% in 2020, 75% in 2025, and 100% in 2030 (I'm making this up) through a combination of local distributed renewable energy (solar, wind, and geothermal), energy conservation (including ongoing education for all energy consumers), and energy efficiency improvements in buildings and transportation.
    Establish goals for reducing DC's carbon footprint to zero by 2040. Identify specific sectors where carbon reduction will occur and timelines to reach goals within each sector.

    In advance of the Mayor's Sustainable DC meeting tonight, I wanted to
    call your attention to a proposal I have been working on with several
    other organizations. The proposal involves the removal of the parking
    lots north of RFK stadium -- to be replaced by a youth sports complex,
    green park space, a farmer's market canopy/pavilion, electric car
    charging station, and a series of solar community gardens. The
    concept is that panels would cover the canopy, the gymnasium, and the
    area that is to the side of the overground metro with solar panels.
    If you look at the website below and click on the Drawings and
    Conceptual Design link, you will see the proposal for solar on pages
    5, 7, and 8.

    DCPS has made huge strides to renovate their high school athletic
    facilities and I challenge anyone who's taken a tour of Eastern,
    Roosevelt, or Wilson, and tell me they are not collegiate quality
    facilities. There are also numerous options throughout the city for
    community recreation centers in just about every ward. The city is
    saturated with youth-only and youth-centered athletic facilities.
     
    With that in mind, an indoor turf field available for adult non-profit
    athletic teams, or even an indoor track, in the colder months is
    sorely needed and could generate positive revenue to pay for the
    larger facility. As far as I can tell, there are exactly 0 indoor
    fields available to adults other than the Armory, which is available
    at ~$800 per evening.

    James, we are slightly off topic, but in my experience as VP of Capital Futbol Club (youth soccer), I'm fighting a constant battle to secure space and I know other youth and adult organizations face the same problem. While DCPS has some nice fields, it is nearly impossible for youth sports groups to get permitted to use those fields at times that kids are able to play. We are turned down again and again on permit requests, causing youth programs to be packed into small, inadequate space. There are a few rec centers with renovated fields -- again - almost impossible for youth (or adult) groups to get permits. DPR is juggling multiple permit requests for the same times -- which is shutting people out. Based on what I'm seeing on a daily basis, there is more demand than space available, there are more kids staying in the city which will put more pressure on existing resources, and with a few small exceptions, DCPS has made it extremely difficult for communities to access fields. If you drive by Eastern's brand new field on a Saturday morning, you will see it locked up -- when it could be open for community hours, etc. Many other DCPS fields are the same way -- locked up with no community access. A plan to add more capacity and better use what we have is something that I hope DC will embrace.
     
    I like the idea of an indoor facility -- whether that would be allowable on the floodplain that the project is targeting, I'm not sure. I will try to get some clarity on that.

    I'd like to see DCPS facilities made available to the general public through some type of cooperative agreement with Dept. of Parks and Recreation. It seems more sustainable and affordable to have common facilities that are somehow jointly maintained by DCPS and DPR rather than silos of separately maintained facilities, some of which are closed most of the time. I know DCPS may not initially be receptive to this proposal, but we the taxpayers are paying for all facilities in the city, and they need to work for all of us. Both DPR and DCPS could contribute to the maintenance of jointly accessed facilities, which could reduce some of the burden on the DCPS budget.

    1-- I cannot access the attachments from your email to the listserve.
    Maybe it's just me, but if others cannot get attachments who plan to
    attend tonight, it would be good if they could see your great
    organizational work. Not sure why I cannot get them; they don't
    appear on the email I get as an attachment, and I don't see them here,
    either.
     
    2-- You do a great job of identifying ecological services provided by
    sustainability, namely energy independence and jobs. This is the kind
    of economic incentive we need to present. In addition, the Mayor
    explicitly states that making DC the "healthiest" city. Do you then
    also want to include reference to better health as a sustainability
    objective achieved by replacing fossil fuels with renewables ?

Hello co-op colleagues,
 
I hope you already know about the DC Solar Flare on June 16th, but if you would like to find out more, please go to our website (www.dcsolarflare.com). We have over 45 exhibitors signed up, a full schedule of panel speakers as well as a roster of environmental films. DC SUN will have an exhibitor's table for all the co-ops to share and we invite you to bring along your promotional material. We would also like to display your co-op banner. We are looking for volunteers to man the DC SUN table as well as to help us with the event. You may sign up using the volunteer registration form on the website. You will be able to state your shift preference as well as where you would like to work, e.g. children's activities, film room, auditorium for speaker's panels, etc. If you choose to volunteer at the DC SUN table, please indicate this in the "explain how you can help us". If you have any questions, please either email or give me a call at 202-543-1949. It would be great to know how many banners to expect in advance.
 
Please save the date and spread the word to your co-op members. We would greatly appreciate your help in recruiting volunteers. We have been very ambitious and imaginative in planning, and now we need a squadron of volunteers to make the event a success.
