I have my bikes registered with a national system (name escapes me), but in addition to that I have engraved my DMV # very noticeably on the top tubes. If a thief's intent is to pawn it, that won't (or shouldn't) happen.

I also have an address label super-glued and clear-coated beneath the bottom bracket. And, since flats are rather common putting id inside your tires wouldn't hurt.

Does anyone know of any solutions based on GPS or RFID, so that if the
bike is stolen, the police can pinpoint where it is?

Also, what are the best bike registries in the area? For example, in
Chicago, the Chicago Police Department has the main bike registry.
When stolen bikes are recovered, the Police contacts the owner, based
on current DMV contact information.

Arlington County has a bike registry, but I have no idea how often they are able to recover stolen bikes or if they are able to get info on recovered bikes...

Following David's suggestion, you can tape notes inside your bike ... say, your bottom bracket or steerer tube ... that identify the true owner of the bike....

The DC police used to register bikes (incising identifying info into the frame) but now recommend the National Bike Registry.  ...
