The pay-for-audit, pay-town-over-time-for-upgrades scheme described at
the top of the NY Times article sounds like a good one, and as far as
I know we aren't doing that yet. Home heating looms large, and it's
not an easy or incremental fix (not like changing diet, replacing
lightbulbs, or fair-weather biking).
