Subject: Citywide Review Team (CRT) Delegate NEEDED
stan.lock@...
Send Email Send Email

Hi All,

Ann Owchar, who has represented the Southwest District Council on the Citywide
Review Team (CRT) for many years has decided to step down. The CRT reviews and
rates Neighborhood Matching Fund (NMF) Large Projects applications submitted
citywide. Below in bold is a brief description on the function of the CRT:

Once a NMF Large Projects application is submitted, it is reviewed and rated by
two different groups of citizens: the District Council (made up of
representatives from the neighborhood where the project takes place) and the CRT
(representatives from each of the District Councils, as well as ad hoc members
assigned by the Department of Neighborhoods). District Councils only review and
rate projects from their district, while the Citywide Review Team rates ALL
projects. Once the reviews are complete, each project is assigned a "final
score/rating" (the average of the District and CRT scores); then the citywide
group - relying on the projects' final scores - prepares award recommendations
for approval by the Mayor and City Council. The review process, followed by
Mayor and City Council approval, will take about 3 months to complete.

Serving on the CRT is more time consumming but it is also a great experience. I
am waiting for the final CRT schedule but wanted to provide you with the
tentative schedule below to give you an idea as to what the time investment will
be:

April 30 (Wednesday), 6-8pm, location TBD, CRT Orientation

May 3 (Saturday), time TBD, Tour of Projects

May 7 (Wednesday), time and location TBD, Open House

May 14 (Wednesday), time and location TBD, Open House

May 21 (Wednesday), time and location TBD, Open House

May 28 (Wednesday), time and location TBD, Open House

June 4 (Wednesday), time and location TBD, Award Ceremony

Serving on the CRT is a once a year commitment. Please let me know if you are
interested so that I can include you on the slate of candidates for tonight's
meeting. You do not have to be a member of the Southwest District Council to
serve on the CRT. A resident of the Southwest District can serve on the CRT so
please let me know if you know of someone who may be interested. Thanks and see
you tonight. --Stan

Hello all -

This is the last reminder about our Admiral Adopt a Street day this
coming Saturday 2/9 from 9am to noon or so. Metropolitan Market is our
"base camp", so make sure you sign in before you begin work. We'll have
everything you need to get started at Met Market, including some hot
coffee and a snack!

For anyone interested in helping prepare for the event, I will be start
setting up a 8:30 am. We will have some boards, ANA brochures and sign
in sheets.

Beyond the clean up, we've got a few other things happening.

SDOT will be there to walk the area near the Admiral viewpoint to get
some input on locations for 8 street trees that will be planted in the
parking strips (not the medians). These are leftover trees that weren't
placed in the median last year.

We'll also be surveying the condition of the benches, litter receptacles
and pedestrian lights. These things need attention!

One last note - Councilmember Rasmussen sent me an email and hopes to
join us for a little while in the morning to lend a hand. It will be
good to see him out in the 'hood.

Please let me know if you have any questions.

See you on Saturday!

Mark

Hello all -

The time for our February meeting has arrived. Here are some agenda
items to consider:

1. Review the ANA Adopt a Street event on Saturday 2/9. Thanks to those
of you who showed up to help. It was a good event. And many thanks to
Metropolitan Market!

2. Neighborhood Street Fund submissions - neighborhoods throughout
Seattle can submit project recommendations to the city for consideration
in 2008. The money for this program comes from the city's Cumulative
Reserve Fund and the Neighborhood Street Funds, which total (combined)
about $1.2M. More info here:
http://www.seattle.gov/neighborhoods/btgnsfcrf/

3. Councilmember Tom Rasmussen came to our Adopt a Street event on
Saturday (thanks, Tom!), and he mentioned that he'd like to join us at a
future ANA meeting. I'd like to discuss this and come up with some ideas
about an "Admiral Agenda" for 2008 - basically a list of some of our
priorities for this year.

4. The Southwest District Council needs a Neighborhood Matching Fund
delegate - anyone interested?

Please let me know if you have any other ideas.

Thanks,

Mark

Beginning February 20, Seattle Department of Transportation (SDOT) crew

northbound lane on 35th Avenue SW will be closed from 8 a.m. to 2 p.m.

Stan, Ron

Would you forward this note to both your distribution lists. The
Delridge folks have a slight advantage because an earlier draft was
distributed at the last council meeting, but this version is much
improved. The Southwest District folks were briefed on this as an
upcoming item at the last council meeting.

Here's basically the gist: This is a review image of the map in its
present condition. We posted a short brief with link to the map on
West Seattle Blog <http://westseattleblog.com> and have already
received a significant number of comments but we also need for the
community associations and other members of both councils to try and
distribute this to their membership (electronically). The review
image is only of the map side, there is a back side which we are
working to finish and make ready for review also. The back side will
feature write-ups on the neighborhoods, features and organizations of
West Seattle (the whole peninsula). A review copy of that section
will be available soon.

We have a deadline of March 10 for comments on this first map
review. We will incorporate those comments into a second draft and
distribute that as well. The same will be true for the text elements
on the back of the map.

To make it easier for organizations to access the review copy, I've
posted both a JPEG and PDF version on a web server and anyone can
download either or both versions, depending on their preference for a
viewer (PDF uses Acrobat Reader, JPEG uses any number of tools on the
PC and Mac to view). Here's the link for the download:

Comments (additions, subtractions, corrections, ideas for expansion,
any comments, really) should be sent to either me - Chas Redmond - at
"credmond@..." or to Seth Shromen-Wawrin at Feet First - at
"seth@..."

Thanks again for all the continued help and assistance both of you
have provided. If you check out the WS Blog, there's a lively
discussion going on regarding the map and most folks seem to think
this is a great addition to the local tool set.

I know you are snowed in with the Sound Shock et al today. I wanted to
follow up on the promise made last night at the HAP meeting to send
everyone an invite to both Ron's and Julia's Town Hall meetings.

I have this, that I received from the Population Health listserve.
Should I just cut and paste from this and add something re Julia's or is
there an email invite template we will be receiving to use to help
motivate folks to come to these events? Also are we still looking g for
co-sponsors and is there language to use regarding that? A list of who
have already agreed so we don't reask those already committed?

Thanks - just trying to get something out before the week closes in.

Dear All,

For years, many among us have stumbled upon, studied, researched, argued
about and--for some of us--become persuaded by the arguments for a
direct association between social justice and population health. Maybe
economic, racial, ethnic and social inequalities can be good for (some)
businesses or for some segment of a population, but I have never seen
them related to good health outcomes, healthier families, stronger
communities, better schools or more productive and cost-effective health
services for a population. In fact, one can also see that inequality can
even reduce the health of those at the top of unequal societies. In
other, more-equitable societies and countries, we see better health
outcomes across their populations, just as in very stratified or
hierarchical societies we see poorer population health outcomes which
persist even in the presence of great national wealth.

King County Executive Ron Sims is holding a Town Hall meeting on the
County's "Equity and Social Justice Initiative" (at the Seattle Main
Library) on Thursday March 13 from 5:30 pm to 8:00 pm. The audience will
screen clips from an upcoming PBS documentary "Unnatural Causes
<http://www.unnaturalcauses.org/> " which explores America's racial and
socioeconomic inequalities in health beginning later this month, learn
more about the King County Equity and Social Justice Initiative
<http://www.kingcounty.gov/exec/equity.aspx> , and comment to Mr. Sims
and the county panel expressing your perspectives and concerns about
inequality and health.

I hope some of you can make it, and I will be there at a table there
where you can sign-in for 2 SPARX points for attendance. (Or let me know

Our next ANA meeting is coming up this Tuesday. Here's what is in store:

1. I've invited the Metro RapidRide folks to come and discuss their
plans and any potential changes to service in Admiral.

2. I received an email from the Safeway real estate folks - they are
starting the process to redevelop the store in Admiral. Let's discuss.

3. There is still a need to get Admiral engaged in the West Seattle-wide
emergency preparedness activities. I'll be meeting with Cindi Barker and
others on 3/10. We can discuss what comes out of it.

And anything else that comes up!

See you soon,

estate office last week, and we had a good discussion. They have some
basic ideas about the future redevelopment for the site, but we didn't
talk about too many specifics. I recommended that they bring an open
mind and a broad range of development possibilities to the ANA meeting.
We're still very early on in the process, so there is an opportunity to
do any number of things on the site.

To prepare for the upcoming meeting, I recommended that people from the
Admiral community do a little homework. There are several examples of
grocery store redevelopments around Seattle that incorporate a mix of
uses, like additional retail and housing. It would be good for our
community to go visit some of these types of projects to see what they
like and what they don't like. Things like parking, store access, the
storefronts, the public streetscapes, etc. are all things that we need
to consider.

The projects that I am aware of are:

Uwajimaya Village in the Internation District - 500 6th Ave. South
Tribeca in lower Queen Anne (Uptown) - 17 W. Mercer St.
Safeway at 23rd & Madison in Capitol Hill
Avalon Meydenbauer - 10410 NE 2nd Bellevue, WA

Please note that some of these projects are much larger than what could
be built in Admiral, as our current zoning only allows buildings up to
40 (45, actually) feet. But they are nonetheless interesting buildings.
And they would be at one end of the spectrum of development. Safeway may
introduce a development option that is much less intense without housing
above the store and parking that would be dealt with differently.

I look forward to your comments, and please get the next ANA meeting
(April 8th at 7pm) on your schedule!

SEATTLE PARKS AND RECREATION 2007 ANNUAL REPORT AVAILABLE

Seattle Parks and Recreation has posted its 2007 Annual Report online at www.seattle.gov/parks/Publications/annualreport.htm. This document depicts the wide range of activities that fall within the department’s scope of work.

Spanning over 6,000 acres, Seattle Parks and Recreation provides vital open space to a growing city. Within these natural areas are a wide range of facilities including community centers, pools, museums, and an aquarium. Throughout the system, varied programs are offered to children, teens, adults, seniors and people with disabilities. All of this is accomplished by Parks staff, partner organizations and volunteers. The 2007 annual report weaves together the many aspects of Seattle Parks and Recreation to tell its full story.

2007 was a year of change for Parks and Recreation. It saw the development of the Strategic Action Plan, a new Superintendent, completion of many Pro Park and Community Centers Levy projects and the initiation of an online reservation system for programs. We hope you enjoy reading about our accomplishments.

Hello everyone -

We've got a great meeting scheduled for tomorrow!

First, Councilmember Tom Rasmussen, Alki resident, will be joining us to
see what we're up to and to let us know what he's working on in Council.

Next, some Safeway representatives and their design folks will join us
to have a fairly informal discussion about the redevelopment of the
Admiral store location. We won't see any new design work at this point.
The goal is to have a discussion about what people would like to see
happen with the new development.

Lastly, since April is Emergency Preparedness month, we will help
organize an information table at Hiawatha Park to hand out emergency
preparedness information. We'll also discuss what we need to do in
Admiral to get our community better prepared in the event of an
emergency.

See you there!

RESIDENTS ENCOURAGED TO WEIGH IN ON THE FUTURE OF SEATTLE PARKS AND RECREATION

Thirteen more community meetings scheduled across Seattle

Seattle Parks and Recreation is engaging the public and its 1,000 employees in developing an action plan that will guide the department over the next five years. Parks employees intend to refer to this plan when making future decisions to ensure efficient stewardship of public assets and provision of useful, high quality services. Parks is holding 13 more meetings in neighborhoods across the city to seek feedback on what has been developed so far.

In the past six months Parks conducted 57 community meetings and eight all-staff meetings to identify the major issues and policy questions relating to Parks and Recreation’s current strengths, challenges, and opportunities.

That process led to the draft Strategic Action Plan, which is divided into six goal areas where the department plans to dedicate its energies and resources over the next five years. The goals are:

·        Active stewardship of parks and open spaces

·        Support for healthy lifestyles and diversity through recreation opportunities

·        Strengthening relationships with the public

·        Maintaining parks and facilities

·        Developing internal team capacity and organizational culture

·        Strengthening internal organizational systems and structures

At the remaining 13 community meetings, listed below, Parks staff will elaborate on the proposed actions within each goal area and solicit feedback on comment cards. The draft plan is available online at www.seattle.gov/parks and residents are encouraged to look at it before attending a meeting. If you have questions, please contact Malia Langworthy at malia.langworthy@... or 206-684-8020.

Hello all -

Two things - this is a reminder that our second Admiral Adopt a Street
clean up event is to be held on Saturday, May 10th from 9am 'til noon.

I've also realized that this is the same day as the West Seattle
Community Garage Sale Day. I'm not sure if this is a big conflict, as
there will only be a dozen or so people doing the clean up, but it is a
consideration. At least there will be lots of people out and about!

Let me know if you think this is a problem. I'd also like to know if you
are planning to volunteer for the event. We should have a pre-event
planning meeting soon to go over some of the ideas that came from our
last event. I'll send a note out.

Thanks,
