Subject: Animal in the neighborhood

There have been sightings of an animal described as a cross between a dog and a
deer in adams morgan over the past few days. It has some fur, a mousy brown
color and the height of a small deer. I saw it run down the alley behind Calvert
street towards the woods yesterday afternoon being chased by a dog. Some
neighbors were out and said that they had seen this animal early in the morning
chewing on some bushes and that it had a strange dog like face and it barked.
However it did let one woman pet it and seemed friendly. One neighbor said that
she has a colleague in Bethesda who lives near NIH and they were told that the
farm there where they do animal experiments reported that some animals had
escaped. I am looking into who we should call to report this. If you see this
animal please send me an email.

Just so no one panics, outside of science fiction there is no animal that is a cross between a deer and a dog. Maybe until it's identified we should say it looks a bit like both animals.

So the upshot is that there is a mutant, scientifically engineered, no doubt product of a secret-government-project, perhaps a new species, running loose in Adams Morgan.

Metro Announces New Proposals to Decrease
Expected FY12 Budget Deficit, Public Hearings
to be Scheduled.

The Washington Metropolitan Area Transit
Authority (WMATA), facing a 72 million dollar
budget gap at the start of the fiscal year
that begins July 1, 2011, will hold public
hearings throughout the region this spring to
gauge public opinion on a variety of
proposals that will help the agency maintain
a balanced budget for the upcoming fiscal
year.

The proposals were approved yesterday
by Finance and Administration Committee of
the Board of Directors.

The schedule of pubic hearings will be
officially set at the next board meeting and
released shortly thereafter.

The highlight of the new budget balancing
measures is the “Fair Fare Fees” (FFF)
program, which the Board of Directors, at the
recommendation of the WMATA staff, hopes to
implement for the start of the next fiscal
year. “After the introduction of the peak of
the peak fare last year and the accusations
from some members of the public that we were
unfairly targeting rush hour riders with the
burden of additional fees, it only seemed
right that we create additional fees so that
riders at all times of day can partake in as
many parts of our fare structure as
possible,” said Board Chair Catherine
Hudgins.

“The proposed FFF program will achieve that
goal. Additionally, implementing FFF will
create additional revenue for the agency
without raising fares, and riders will now be
able to selectively choose to only pay for
the parts of the system that they use or
cause to experience wear and tear.

Finally, WMATA has always been at the
forefront of innovations in the American
public transit industry, and we will remain
at the forefront of revolutionizing fare
structures to meet the needs of our current
economic conditions.”

The following are the proposed fees that
would be implemented under phase one of the
FFF initiative:

* Peak of the Off Peak: A 15 cent surcharge
will be charged for all trips during the
midday rush at lunchtime between 11 AM and
1:30 PM weekdays

* Peak of the Overnight: In order to maintain
consistent branding for the entire “Peak of
the…” program, the regular fare period after
midnight on Fridays and Saturdays will be
renamed to be the “Peak of the Overnight.”

* Peak of the Peak remains unchanged.

* Elevators will be charged at a rate of 15
cents for the elevator from the street level
to mezzanine level and at a rate of 10 cents
for the elevator from the mezzanine level to
the platform level.

The elevators between platform levels at
transfer stations will cost 10 cents to use.

A Smartrip card will be required to call the
elevator.

Senior & Disabled Smartrip cards will not be
charged this fee. Passengers with large
amounts of luggage, baby carriages, and the
like who wish to apply for a waiver may do so
by presenting themselves to the station
manager, either before or after elevator use
occurs.

The station manager has the sole authority to
determine whether a waiver should be issued.

If the waiver is granted, the passenger must
fill out the form provided by the station
manager and send it to the Smartrip Regional
Service Center by mail.

It will be recommended that passengers who
expect to request waivers should allow an
extra 30 minutes at both the entrance and
exit locations of their journey to locate the
station manager, in the event he or she is
not in the kiosk, engaging in socializing
with fellow coworkers, or otherwise not
accounted for.

Passengers who do not have Smartrip cards
will not be able to call the elevators.

Additionally, infrared technology will ensure
that the number of people who board the
elevator is equal to the number of people who
called it through the use of their Smartrip
cards.

* Air conditioning will only be available in
the first, second, and fifth cars of 6 car
trains, and in the first, second, seventh,
and eighth cars of 8 car trains.

A 20 cent rebate will be provided to
passengers who ride in one of the cars
without air conditioning, made available
through Smartrip targets that will be

to the railfan seat may join the WMATA
Railfan Seat Club for a monthly fee of $10,
an annual fee of $105, or a lifetime fee of
$4200.

Passengers in the WMATA Railfan Seat Club

* Riders who are discovered to post negative
things about WMATA to online social media,
including but not limited to Facebook,
Twitter, message boards such as DC Area
Transit Zone and Subchat, or blogs such as
Unsuck DC Metro and Greater Greater
Washington, before, during, or after
traveling on Metrorail, will be charged a
libel fee.

Libel fees will be a minimum of 10 dollars
per offense, but major offenses or repeat
offenders may be charged up to 100 dollars.

Riders who post complimentary things to the
same types of social media listed above may
be eligible to win waivers that will exempt
them from some or all elements of FFF for
varying lengths of time, depending on the
level of the praise.

These charges and waivers will be issued
under the sole discretion of the Media
Relations Office.

* For those who do not wish to participate in
our new security initiative, “Metro Opens
Bags”, a one time fee of $362.73 can be paid
to join the “Metro Opens Bags Opt Out
Program” (MOBOOP). Passengers in MOBOOP will
have to pass a background check before being
allowed to participate, at which time they
will be issued a special Smartrip card that
will indicate to the Metro Transit Police
officers and Transportation Security
Administration agents that they are exempt
from Metro Opens Bags.

Passengers who fail to pass the background
check will still be required to pay the fee
to cover the administration of the background
check and other logistics involved in
processing the application to join the
program, even though the application was not
successful.

Although this capability will not be added to
Smartrip cards until the next generation card
is developed and issued, the Board of
Directors plans to approve MOBOOP as part of
FFF.

It should be noted that a 5 dollar fee will
still be charged for the purchase of the next
generation Smartrip card, in addition to the
one time MOBOOP fee.

Once the public hearing schedule is set and
the official docket is released, instructions
on how to submit public comments on FFF will
be made available through a press release.

“We look forward to hearing what riders have
to say about the exciting innovations that we
plan to implement to the fare structure next
fiscal year,” Hudgins said following the
meeting.

If phase one of FFF is deemed successful,
phase two would expand FFF to include
Metrobus and Metroaccess, in addition to
other aspects of Metrorail that are not
included in phase one.

The full Board of Directors will take a vote
at its next meeting on whether to approve the
recommendation of the Finance and
Administration Committee.

* For those who do not wish to participate in
our new security initiative, “Metro Opens
Bags”, a one time fee of $362.73 can be paid
to join the “Metro Opens Bags Opt Out
Program” (MOBOOP). Passengers in MOBOOP will
have to pass a background check before being
allowed to participate, at which time they
will be issued a special Smartrip card that
will indicate to the Metro Transit Police
officers and Transportation Security
Administration agents that they are exempt
from Metro Opens Bags.

Passengers who fail to pass the background
check will still be required to pay the fee
to cover the administration of the background
check and other logistics involved in
processing the application to join the
program, even though the application was not
successful.

Although this capability will not be added to
Smartrip cards until the next generation card
is developed and issued, the Board of
Directors plans to approve MOBOOP as part of
FFF.

It should be noted that a 5 dollar fee will
still be charged for the purchase of the next
generation Smartrip card, in addition to the
one time MOBOOP fee.

Once the public hearing schedule is set and
the official docket is released, instructions
on how to submit public comments on FFF will
be made available through a press release.

“We look forward to hearing what riders have
to say about the exciting innovations that we
plan to implement to the fare structure next
fiscal year,” Hudgins said following the
meeting.

If phase one of FFF is deemed successful,
phase two would expand FFF to include
Metrobus and Metroaccess, in addition to
other aspects of Metrorail that are not
included in phase one.

The full Board of Directors will take a vote
at its next meeting on whether to approve the
recommendation of the Finance and
Administration Committee.

Position Description: The Latino Economic Development Corporation (LEDC) of Washington, DC, a non-profit community development corporation, seeks a summer intern to work as a Bilingual Campaign Organizer with its Affordable Housing Preservation Program. The Affordable Housing Preservation program works to preserve affordable rental housing and prevent displacement of low and moderate income tenants in the District. LEDC accomplishes these goals by educating tenants, organizing and providing technical assistance to tenant associations and advocating for affordable housing policies that benefit low-income renters.

This summer LEDC will be launching a campaign to ensure adequate funding for DC’s tenant purchase law – the Tenant Opportunity to Purchase Act (TOPA). TOPA gives tenants the right to choose what happens to their home when it is for sale. Through tenant purchase, thousands of District residents have become homeowners and have taken control over the future of their housing. The law empowers tenants to make choices about their housing and contributes to diverse, stable, and active communities. However, without funding for this law there is no opportunity for low and moderate income tenants to purchase their buildings. The campaign will build off of previous successful campaigns and strong existing community connections.

The Campaign Intern will work with LEDC staff to ensure a successful launch of the campaign.  The Intern will report directly to the Lead Tenant Organizer and will be responsible for working with an experienced team to help implement the following activities:

o   Organize the 4th annual Tenant Town Hall –work on event agenda and logistics

o   Organize supporting events including movie screenings (“We Own This” and “Housing for All” campaign movies)

o   Create campaign materials

o   Coordinate and attend meetings with ally groups

o   Coordinate and conduct outreach to tenants through door to door flyering, meetings and neighborhood trainings

o   Conduct media outreach

o   Organize tenant leaders into committees

o   Develop social media content and expand followers

o   Attend meetings with DC government 

o   Related administrative duties

 

This is a full-time, 40 hour / week position that requires night and Saturday hours.  This is a very active position that includes traveling throughout DC and extensive community outreach particularly in affordable apartment buildings.  Flexible start and end dates. 

 

Required Qualifications: Bilingual in English and Spanish.  Strong writing, public speaking and computer skills. Highly organized, mature self-starter, who is able to work with limited supervision.  Strong knowledge of and sensitivity to Latino and African American culture.  Outstanding interpersonal communication and the willingness to develop working relationships with a wide variety of people.  Flexibility and willingness to work after normal business hours multiple times during the week including occasional work on Saturdays.

proposals from highly qualified contractors to provide general construction for
the repair and alteration of an existing residential property located at 25

Youth Influencing Change in the District of Columbia

 

The District of Columbia Youth Advisory Council (DCYAC) was established to provide an organized youth perspective regarding various issues to the Mayor, the Council of the District of Columbia, District of Columbia Public Schools, public charter schools, key decision makers in the District of Columbia government, officials, and community leaders.

 

MEMBER ROLES AND RESPONSIBILITIES:

The roles and responsibilities of the DCYAC members include (but are not limited to):

(1)     responding to legislation and policies that impact youth;

(2)     recommending methods to resolve issues and concerns involving youth;

(3)     reviewing youth programs and policies to ensure they are achieving their established goals and objectives;

(4)     collaborating with neighborhood and youth organizations; and 

(5)     partnering with local, national, and international youth organizations.

 

ELIGIBILITY REQUIREMENTS:

Applicants must be at least thirteen (13) years of age and no older than twenty-two (22) years of age[1], and must meet the following requirements:

v  be a United States citizen;

v  be a District of Columbia resident for at least one year prior to application[2]; and

v  be willing to complete community service projects.

 

BASIC SELECTION CRITERIA:

Applicants must also have:

v  an interest in community service, and motivation to work as a volunteer for the government;

v  a background in community service;

v  a general knowledge and understanding of community needs in the ward where they reside;

v  an ability to articulate ideas and solutions regarding youth issues and concerns;

v  the ability to interact constructively with peers in a group setting;

v  the ability to fulfill commitments;

v  the ability to engage in community outreach with diverse populations; and

v  an interest in developing leadership skills.

 

THE APPLICATION PROCESS:

All applicants must submit a complete application packet in order to be fully considered for the DCYAC.  The application packet includes:

v  a completed and signed application form;

v  a letter of recommendation; and

v  proofs of U.S. citizenship, D.C. residency, social security number, and age.

 

Candidates selected to participate in the second phase of the review process, which includes a panel interview, will be notified after the application deadline, which is Friday, May 6, 2011.  Please be sure to submit the complete application packet to:

Dear Neighbors -

The next time you hear someone say, "We don't want to become another Adams
Morgan," please consider the conduct of the leaders of our business community
described here.

The bank account of the Adams Morgan Business and Professional Association
(AMBPA) was allegedly emptied out by its treasurer, Charles Brazie, but the
president of the association, Pat Patrick, has refused to provide the membership
with any explanation of what happened or a current accounting of membership
funds.

There hasn't been a meeting of AMBPA membership in more than two years and Mr.
Patrick has ignored demands to call a meeting and hear from the membership. Yet
as recently as March 22, Mr. Patrick presents himself publically as a leader and
spokesman for our business community. In a Jonetta Rose Barras column in the
Washington Examiner, Mr. Patrick is quoted in reference to the Unity Park land
transfer: "It's no different than being under a dictatorship -- the law be
damned."

How ironic!! The same could be said of Mr. Patrick's presidency of AMBPA.

The next time you hear someone say, "It's a shame we don't have more daytime and
retail businesses," please consider the actions of the Adams Morgan Partnership
Business Improvement District (BID) leadership.

According to several sources, the executive committee of the BID met with Mr.
Patrick and Mr. Brazie and decided to keep the alleged embezzlement secret. The
BID executive committee, led by co-presidents Steven Greenleigh and Constantine
Stavropoulos, then decided to retain Mr. Brazie as a paid transportation
consultant on the all-important streetscape project. According to Councilman Jim
Graham, this action was taken against his advise.

It's been 30 days since this alleged theft and cover-up came to light and
demands were made for a full accounting and explanation, but our business
leaders remain silent. There is no transparency or accountability -- just more
of the self-serving and secret dealings that are the trademark of the Adams
Morgan business leadership.

So the next time you hear the ubiquitous statement, "We don't want to become
another Adams Morgan," please consider these dealings of our business community
leadership.

Oh, and make no mistake, the memberships of the AMBPA and the BID are still
demanding a full explanation and accounting!!!

Hello,

Today, I went to the Ft Totten transfer station to recycle some household hazardous waste and some e-waste. This facility is good -  I have a fairly strong feeling that it is actually recycling the materials brought there. It is, effectively, the closest thing we have to a recycle center.

To get there, I took two buses, and then for the return, I walked over a mile to the metro station, Brookland, back to Adams Morgan where I live. I'd like to make a proposal to the Department of Transportation. I'd like to propose that, since hazardous waste recycling is only once a month now, they provide shuttle service either to the site directly from various locations in every ward, or provide shuttle service from and to the Brookland station, on the red line. If from the metro station, then the shuttle would be free of charge or a very nominal charge. If from neighborhoods, then there might be a roundtrip charge of $5 per passenger. From the neighborhoods is ideal because recyclers can load up more stuff than they can otherwise carry on foot.

There are so many obstacles to recycling in our nation's capital, and now not having a car appears to be one of them. I was the only pedestrian there at the time I went. I imagine there are people who arrive on their bicycles, but at the time, I didn't see any.

DDOT, I would appreciate hearing your thoughts on this matter. If anyone on this list has suggestions for how I can communicate in a more focused way with DDOT or DPW, or anyone else, I would appreciate hearing it.

Actually, I think you are getting a response from the BID leadership and Pat Patrick…..their silence speaks volumes……if you were called out for continuing to hire someone who you knew had stolen thousands of dollars from your organization and it was discovered that you knew about the theft but decided behind closed doors to keep the theft a secret from your board members and any and everyone else….what could you possibly say that would justify such ridiculously corrupt or inept actions or in-actions?   The BID leadership certainly would not want to have an open and truthful discussion about allegations that can only smell worse as more is known about them.

 

I consider Pat Patrick a friend and have known him for over twenty years, but when I also tried to get some answers from him about the theft and cover-up, he hung up on me.  He had said previously that he had brought the matter up with Cmdr Kucik and had been advised by him that the theft would be hard to prove….but when I told him that I had just spoken with the Cmdr and his recollection their one phone conversation was that Pat had called him to make sure that he(Pat) was not doing anything criminal by not pursuing the issue criminally…..the Cmdr told me that it seemed that, rather than pursue theft or embezzlement charges, Pat was only concerned that the money be returned.  He told Pat that was Pat’s decision to make.  The Cmdr was very emphatic that he had not advised Pat one way or another, but had offered to have the matter investigated by a detective.   Pat declined his offer.  Pat was apparently unhappy that I had spoken with the Cmdr and he just hung up the phone rather than discuss the issue with me.  I’ve had no response from him in about a month.

  As with a lot of issues in Adams Morgan, whether it’s accountability of funds for Adams Morgan Day or for  Adams Morgan Mainstreet, the answer to any questions is to stonewall…if you just refuse to address these issues, they’ll just go away…..and, seemingly, they are usually right…..and it’s the same cast of characters each time that seem to be in the thick of things….there is never accountability and certainly no punishment for mis-deeds here in Adams Morgan.

When I spoke with Jim Graham about this particular issue he, too, said that he had recommended that the BID distance themselves from Chuck Brazie.  But he also told me, pretty unconvincingly, that he was powerless to put pressure on the BID board when they ignored his recommendation and continued to hire Brazie even with his and their knowledge of Brazie’s mis-deeds while an officer at AMBPA.

Often in the courts, when a person is found to have stolen monies, they are ordered to pay restitution……..But, but  re-paying stolen funds after you’ve been caught stealing them does not erase the fact that the funds were stolen in the first place.

Only in the Adams Morgan BID and Adams Morgan Business and Professional Assoc  are you allowed not only to re-pay the missing monies without any criminal  accountability or even public disclosure …….but, surprise!!   Here they want to give you a prominent job representing the whole community on the biggest public works project in decades….Why? in recognition of your outstanding past performance?…….you gotta love it    they have actually tried to justify their decision by describing Mr Brazie’s  character as being “ethically challenged”, but they were protecting the community from him because, in his new position, he would apparently not be handling money    hello??

    And then at the public meeting with the business community last month, Mr Brazie tried to assuage fears that the construction project would destroy  businesses by telling them that there was a substantial “slush fund”(his words) to help out during construction.

  If this was a movie, no one would believe it.  It would be funny if it were not so pathetic and wrong.  I mean this is the same Charles Brazie specifically named in a Senate Select Committee on Money laundering report earlier in this decade.  The report detailed the multi-million dollar fraud perpetrated on an elderly Texas businessman….and, according to federal court filings, he was aided in that scheme by his then- girlfriend, Lisa Duperier,  who was, supposedly, the old man’s confidant and friend…………right before they both just so happened to show up here in Adams Morgan to selflessly help our at-need community…and, although I’m sure it is just coincidence, they both became involved with non-profits handle great amounts of money….…It looks like we,  Adams Morgan, are the new “old man” in this new movie…or, rather, sequel to the last sad and sick movie made in Texas…….does no-one here have access to google?

I truly would much prefer to never get involved in any of these issues…I’m pretty content running and tending to my own business….really!…and I certainly do not want to come off as Mr Good-guy or holier than thou…I certainly am not, by any stretch of the imagination….but I do care about this neighborhood a great deal  and, truth be known, I’m kind of embarrassed  that this kind of crap goes on  so brazenly and so few seem to care…... when things like this are brought to my attention by others, I would feel complicit in the wrong-doing if I did not take a stand or let my voice be heard.    I still don’t understand how so many others in this neighborhood can apparently turn a blind eye or a deaf ear to all of this.

Why not just…RID the BID,   AMBPA and Mainstreet           Let’s start this movie all over with a new director, new producers and a new, fresh and clean, cast of actors…     I promise, if we do this:  the ending will definitely be a happier one…and the production costs will also be a hell of a lot less than this  “Soon-To-Be, Cult Classic” that we’ve been watching over and over and over for these past few years
