Dear Friends, recently, there were questions raised about sidewalk construction between Wyoming and Columbia Road near Connecticut.  DDOT provided me with the following clarification regarding this project.

The work is part of federal aid roadway resurfacing of Columbia Road, between Connecticut Ave and Wyoming.  Only bad sections of sidewalks are being replaced. The sidewalk work will be completed next week.  The paving will be done in early spring when weather improves for asphalt work.”

Bests. CM Jim Graham

Dear Ward One Library Advocates and Friends:

Ward One seniors and residents and parents with strollers will face much
hardship if the proposed plans for the Mount Pleasant Library go
forward. Although DCPL is claiming that their proposed ramp meets ADA
guidelines prescriptively, the question that remains is whether the ramp
meets the performance aspects of compliance (safety, security,
comparability to the current ramp). Many in our community say no.

The ramp will ascend up SEVEN FEET and snake behind the front-face sight
line of our historic library building and behind the Mount Pleasant
Condo Association building. In addition, the proposal calls for heavy
landscaping adjacent to the ramp, creating an unsafe space for potential
robberies or worse. In addition, if seniors or residents with
disabilities can't manage the 120 foot long, 7 foot high ramp and fall
or slip, who will be able to see them, especially during the winter when
the library closes at 5:30pm and night has already fallen.

The list of concern is steadily growing, with many petition signatures
coming in since the CityPaper blog about the project was published last
Friday >> http://tinyurl.com/mtpl-lib-citypaper-dec3

Many organizations have steadily been signing onto a letter asking for
the current accessibility ramp to be maintained at the front of the
building where it is located right now >>

Jim has invited DCPL to discuss the accessibility design issues at play.
The Dynamos will be bringing a very experienced Universal Design

The Murals DC new works in Walter Pierce Park and at 14th and Girard were painted by Adams Morgan Artist Aniekan Udofia. Aniekan's work can be found throughout Washington, DC.

Over the last 7 years I have had the great privilege of traveling with Aniekan to Guatemala as part of Hoops Sagrado where he creates murals in small highland communities with youth from DC and the Mayan Indian youth living in the villages we visit.

As a part of his work with Hoops Sagrado, Aniekan will be redoing his ever evolving mural at the Basketball court at Walter Pierce Park which celebrates the lives of the community that considers that narrow strip of asphalt as sacred ground.

If you are interested, Aniekan's work will be featured this Friday night from 5 p.m. to 9 p.m. at Tabaq (1336 U St.).

I hope to see you there.

A minor clarification about why the Americans with Disabilities Act
requires that curb cuts have truncated domes (bumpy bits) in them: It's
to ensure that blind people navigating with white canes can tell that
they're about to walk from the sidewalk into the street.

This used not to be necessary, because curb cuts had sharp edges and a
blind person with a white cane could easily feel the edges of a curb cut
using their cane and identify the presence of the curb cut. Those curb
cuts were great for both wheelchair users and blind people.
Unfortunately, people WITHOUT disabilities who weren't watching where they
were going kept tripping over the edges of the curb cuts, so it was
decided to make the edges of curb cuts slope away gently. That led to
blind people not being able to identify curb cuts using their canes, which
led to the requirement that curb cuts have truncated domes in them. Many
wheelchair users hate truncated domes, but they're an unfortunate
necessity due to the shape of modern curb cuts.

In addition to truncated domes, the law requires that curb cuts be a color
that contrasts with the sidewalk. This is so people with low vision (who
frequently don't use canes) can see that they're approaching a curb cut.
For reasons I can't begin to fathom, DC often uses poorly-contrasting
colors for curb cuts. Studies have shown that people with low vision
sometimes mistake a poorly-contrasting patch of concrete for a stray piece
of cardboard or other debris instead of realizing that it's meant to
indicate a curb cut. In many cases, a better color for curb cuts is a
bright yellow officially known as "federal yellow". I often see it in the
suburbs, but seldom in DC.

I'm pleased that Adams Morgan is becoming more accessible to people who
are blind, but am heartbroken that progress is going in the opposite
direction for people who use wheelchairs. First there was the resurfacing
of the dog park, which transformed the park from being pretty good for
wheelchair access to completely inaccessible. (Wheelchairs and gravel
don't mix!) Then the smooth concrete sidewalks in Adams Morgan that were
good for wheelchairs began to be replaced with bumpy sidewalks. Although
not in violation of the ADA, the bumpy sidewalks (the new ones with the
little stones embedded in concrete) are bonejarringly uncomfortable for
some people using wheelchairs.

It may seem silly to be concerned with sidewalks when there are few homes
or businesses in Adams Morgan that are wheelchair accessible (i.e. not
many places to go even if the sidewalks were perfect), but it's hard
watching formerly good sidewalks turn into mediocre sidewalks. As for the
dog park, I can't find words to describe how I felt when I saw what had
happened to my beloved park. The dirt that was there before may have been
inaccessible after heavy rain, but the rest of the time the park was a
great place for people with disabilities to take their dogs.

I am wondering if there are suggestions other than advertise and discount of how to promote the existence of the daily(nightly)  parking garage at Champlain and Florida specifically to the managers and patrons of the restaurants and entertainment on 18th Street.

I meet people in the neighborhood as well as potential renters for our office and warehouse space that state: “ I had no idea this garage was here”, or for example  “I just was walking my dog and found this place”.  The price is already low, the lighting and finishes and operation are already top flight, and I am confused as to why it’s not being embraced as an asset to the community to be more widely used.. isn’t there a parking shortage in the evening?  Any ideas ?

Thanks Rick

Dear Friends:

Please join me, The DC Commission on the Arts and Humanities (DCCAH) and the Department of Public Works (DPW) this Friday, December 11, at 10:30am. We will host a unique art tour for local community representatives, artists and youth unveiling six new murals completed through the MuralsDC program. The tour and kick off will begin at Walter Pierce Park in Adams Morgan (2630 Adams Mill Road, NW).

The program is funded through my committee I chair - the Council of the District of Columbia’s Committee on Public Works and Transportation.

These six murals were painted between October and December, and they are spectacular.

MuralsDC was launched in 2007 as a way to combat the rising tide of illegal graffiti. The program positively engages District youth by teaching proper art techniques, providing supplies. The murals also provide a legal means to practice and perform their skill in a way that promotes respect for public and private property and community awareness.

Bests,

Councilmember Jim Graham

DDOT Planting More Than 3,000 New Trees

Citywide Tree Planting Season Now Underway

(Washington, D.C.)  The District Department of Transportation (DDOT) has begun planting more than 3,000 new street trees to help meet Mayor Adrian M. Fenty’s Green DC Agenda goal of expanding the tree canopy and establishing the District as one of the world’s pre-eminent green cities.

From reducing crime and domestic violence to improving economies and recuperation rates of hospital patients, research has proven that trees provide critical benefits to cities far beyond aesthetics, air quality, and water runoff.

From December to May, DDOT’s Urban Forestry Administration (UFA) will plant the new trees across all eight wards of the city.  Planting locations are based on requests that were made by residents to the Mayor’s Citywide Call Center before July 15, 2009.

“One of the most effective ways a resident can improve the social, ecological, and economic value of a neighborhood is to help ensure new trees thrive,” said John Thomas, DDOT’s Chief Forester.  “In the first two years, these new trees need attention to get established.  We ask residents to share that responsibility, and in the end we will all benefit from a beautiful tree canopy across the city.”

Residents are already responsible for maintaining property to the curb.  Those who go a step further and sign a partnership agreement to water, mulch, and monitor the health of specific trees in the first two years after planting, will receive free watering bags and instructions from UFA.

The tentative planting schedule will begin with Ward 7, then Ward 8, 5, 6, 2, 1, 3, and 4.  The planting schedule for specific neighborhoods will be posted on the UFA website this week, but is subject to change due to equipment, weather, emergencies, and other extenuating circumstances.

In addition, UFA will plant 100 elm trees in a partnership with Casey Trees and team up with the organization Trees for Georgetown to plant 40 new trees in that historic neighborhood.

The mission of the Urban Forestry Administration is to establish a full population of street trees within the District and to ensure that those street trees are maintained in a healthy and safe condition.   UFA has 16 certified arborists on staff who are responsible for issuing permits, enforcing regulations, and caring for approximately 140,000 trees throughout the city.

hourglass, this Saturday at my favorite house in all of DC, the Belmont

Virginia, we were told there is a city-wide contract related to upgrades of the ADA (Americans With Disabilities Act) ramps across the city, and they are being done in conjunction with other work. There was apparently some work being done in front of the embassy at 20th and Columbia Road which was adjacent to the access ramp there on Columbia and contracted fed funds are involved.  All access ramps that are the smoother concrete (read slick in rain) are required to be re-done with the mini-bumps, etc. for better traction, and sidewalk adjacent to them is replaced. This block of Columbia Road is not part of any other streetscape  and this is the opportunity for the oldest sidewalk to be redone based on their age and/or condition. Other parts of Columbia Road and nearby Wyoming, etc. have been done in the past few years. fyi - we stopped them ripping up 18th St now because the ramps could better be done as part of the widened sidewalks during the streetscape.) If you look at the marked areas of sidewalk to be done on the other side of Columbia in the 2000 block it marks which sections DDOT plans to be replaced. (Not technical, but hope this helps)
