Just a comment and definitely my opinion, but it seems to me that many of the non-US hams could benefit in the number of Q's they make by being a LoTW user....

Since the ARRL is the "head Secretariat of the IARU" or whatever, there should be NO REASON why LOCAL AUTHENTICATION could not be set up for foreign hams....

As a former QSL Manager in the 80's, I received quite a few  IRCs and green stamps to help with postage.  Believe me, it helped defray cost of printing QSLs...
