FCC TO HOLD OPEN COMMISSION MEETING TUESDAY, NOVEMBER 4

Items of more than routine interest are as follows:

o Item 5 (white space transmitters): "The Commission will
consider a Second Report and Order and Memorandum Opinion and
Order to consider rules for operation of low power devices
in the broadcast television spectrum."

o Item 6, "The Commission will consider a Report and Order
to adopt rules for the use of distributed transmission system
("DTS") technologies in the digital television ("DTV") service."

o Item 7, "The Commission will consider a Declaratory Ruling
and Order concerning the application of the Commission's closed
captioning requirements to digital programming, as well as
measures regarding the handling and addressing of consumer
concerns and complaints regarding closed captioning."

WHITE SPACES VOTE LOOMS FOR NOVEMBER 4

Chairman Martin told Congress that, out of an abundance of
caution, the FCC conducted a peer review of the FCC engineers'
report on white spaces testing, and that it concluded the tests
were "well done and thorough" within the limitations involved.

The FCC has just released the peer review paperwork, but we
will spare you the massive text and rely on the Broadcasting &
Cable synopsis instead. On the other side of the coin, everyone
and their sister is urging the FCC to delay the white spaces
vote, even singer Dolly Parton:

SPRINT/NEXTEL 800 MHZ SPECTRUM RELINQUISHMENT UPDATE

The FCC has granted a waiver to Sprint/Nextel allowing it
to relinquish spectrum in stages, tied to the progress towards
completion of rebanding achieved by 800 MHz NPSPAC licensees
in each NPSPAC Public Safety Region.

MT. WILSON POWER OUTAGE SCHEDULED FOR NOVEMBER 5

Southern California Edison (SCE) has scheduled a power outage
on Mt. Wilson for November 5, 2008 from 3:00 to 3:30 AM. Since
election results will be coming in throughout that night, Scott
Mason of CBS objected to the outage when announced at the SCFCC
Mt. Wilson picnic by Cynthia Martin (spelling uncertain) of SCE.

Ms. Martin indicated that she was not in a position to
reschedule the outage on the spot but would take the rescheduling
request back to the office.

If you could be affected by the outage and believe it should
be postponed, get in touch with SCE. They provided a 24-hour
customer service center number of 800-655-4555, and Cynthia
pronounced her edress as...

LETTER TO THE EDITOR

RON BLASSNIG PASSES AWAY

It saddens me greatly to report that long time Los Angeles
radio engineer Ron Blassnig has lost his battle with cancer.
He passed away at 2:00 p.m. on Thursday, October 30, 2008, at
St. John's Hospital in Santa Monica.

Many of your readers have met or worked with Ron and know
what a wonderful person he was. I first met him in 1971 when we
were both working at small stations in Oregon and Washington. He
came to work at K-Earth and KHJ under RKO the first time in 1981
and stayed in LA radio the following 27 years. During that time,
he worked at a number of stations including, KRTH, KHJ, KZLA,
KLAC, KDAY, Radio Unica, KROQ and KCBS-FM, and most recently
KRTH, KTWV and KLSX under CBS.

Ron was one of those guys who never met a person he didn't
like. He was always upbeat and had a story to share. Even when
he was extremely sick from medical treatments he wanted to be at
work and around people. To say we will miss him is really an
understatement.

We are in touch with his family in Seattle and will let you
know what memorial service arrangements are made.

POTENTIAL MEDICAL BREAKTHROUGH

Roger Knipp, N6VU, an engineer with KLCS-TV, has designed
and built a device that is reportedly able to "electrocute" many
body pathogens, and hasten recovery from the diseases they cause.
