Hi,

Since the line does not cut the X axis, it is an INEQUALITY, So, you should look for the answer choices by which the equation do not answer.

Solve the inequality, substituting 0,-3, and 9 in place of d. you can easily find out that you cannot find possible value for the equation when d= 0 or -3. So these are the answers because it is an INEQUALITY. Substituting d=9, you reach

So  because it is an INEQUALITY, I & II are the answers. Substituting d=9, you reach   x=1.145 , -1.145 which are possible values. Thus, “C” is the correct answer choice.

  not cut the x-axis means y can not be equal 0. so if we have y=a*x^2+b*y+c then b^2-4ac must be less than zero   then: d^2-4*9<0 , d^2< 36,    -6<d<6 ...
