I pulled the carb and found a puddle of fuel in the manifold. After tearing the carb apart I was not able to get the needle valve to shut off completely. The float had expanded in one place that touched the top section of the carb. That still yielded no good results in operation. It may be that the valves are gunked up too much.

Stuck float will throw off the fuel/air ratio, and if you have found a lot of crud, you have most probably been running a very rich mixture.
I was in Utah some years back an walked the yard of a surplus dealer. He had a lot of used 4AO32's lying around in different conditions.
I wanted the best copies that he had, and took me the time to take off a couple of exhaust pipes, or intake knees.
A few of them had black crud build up on the inside of these engines to the point that I suspect that THAT is the reason they were pulled out of service, and ended up in a surplus yard.
Intake might look a bit cruddy, but especially look at the exhaust side. Pull the exhaust manifold, and look at the exhaust valve stem.
If you see what I saw, exhaust valve stems that was so full of deposits, that it had increased the diameter of the exhaust stem about two to three times, then there is really no way around it....Pull the heads, pull the valves, clean everything, and put it back together again.
And yes, of course, fix the carb, that caused all this to begin with.

There is a lot of carbon on the front plugs because the float sticks, I'm trying to determine if that has caused the valves to crud up and not close tightly.

If both cylinders are affected I suspect an ignition problem.
Check if you got a spark by holding a sparkplug ( plugged in from it's designated sparkplug wire) against the engine, then turn the engine over. You should be able to see a spark, if not there is your problem.
Even if you have two electronic modules, one on each side, they are wired in such a way that they will give the front pair one spark, one for each (front pair) cylinder, at the same time, because the front pair will reach TDC at the same time.
180 degrees later the rear pair will get a spark.( again, both cylinders also at the same time)
The ignition sequence is therefore.
1. Front pair fires both at the same time.
180 deg later
2. Rear pair fires both at the same time.
Then it repeats itself, that is the full firing sequence on the AO32.
So....each cylinder will see a spark each 360 degree.
As this is a fourstroke, getting it's work done every second revolution, one spark is a waste spark firing unharmly at the very end of the engines exhaust stroke.
The combustion sequence is a different sequence.
I leave it to you to figure out how we can have a different spark, and combustin sequence.
It's a clever little engine.
Around the little magnetic wheel you will find two coils, each one is serving one pair of cylinders. They are sitting 180 degrees apart, ...or...opposite each other.
Check if you have a bad coil. from the coils, there is a lot of wires going crisscross through switches, and into the two modules youre talking about, that are mounted on the cylinder heads.
If you have already switched out those, and had no results, I would suggest to go backwards, from there, towards the magnet coils.
It might be a bad coil, but it might as well be a very very simple thing like a wire connector fallen off, broken wire, a mouse have been eating off insulation from a wire, grounding one section of the system, a bad switch or connection to the switch.

It wasn't burning oil so I don't suspect compression problems,... yet.
The coils are arranged per side, not per end. That is right coil to left bank, left coil to right bank.
I swapped out the modules on the sides of the engine, too,.. to no good effect.

Hold your thumb over the plug hole and feel the compression. It should be hard to keep it on the hole when turning the engine over.
You may have a coil problem, I'm not sure how they are arranged to the cylinders.
