Hi, all! Are we ready for the visioning session on Wednesday night??
We need some folks to assist with several tasks:
1. Traffic controller: Obviously, the library parking lot isn't very
big... we need someone to gently remind people that there's plenty of
parking at the borough building and downtown. You would also snag folks
who may have forgotten that the sessions are in the community room.
Bonus: you get a good parking spot. Start time: 5:20 pm
2. Greeter/name tag nagger: We need someone to make folks feel welcome
and gently nag them into wearing a name tag. You get to hand out the
agenda also. Bonus: you get to meet each participant! Start time: 5:30 pm
3. Refreshment captain: We need someone to monitor and maintain the
refreshment stand. Bonus: you get first dies on cookies!
4. Table layout manager: We need several someones to help put the tables
in position and put them away. Start time: 5:15. End time: 9:30.

us know what role you would like to play!

Just to let you know, I received a call from Steve Mutchler from the
Montoursville PA Highway office,( smutchler@... ) he is our
contact for signs along state roads (these will include new 15, old
15 and main street).
He is sending us the policy for General Motor Service Signs (ie' a
picture of a gas tank, forks and spoons, etc), these the state will
fund. Also have the option of "Logo" signs ( Acorn Market, Brick
Tavern) that would be funded by us and quite expensive. I did talk
briefly about bed and breakfast signs, they seem to fall into
another catagory and harder to get sinage approved, but we can cross
that bridge when we get to it.
He is aware we do not have any plans in place at this time but will
be contacting him, or sending necessary paperwork when we are ready.
I understand that there will be another meeting in regard to the OHV park this coming Monday, June 7th at 8:00 p.m. at Charlie's studio.
Last week's meeting with Joyce Andrews was very informative and Charlie has made great advancements on his research and contact with land owners.
The word about this project is spreading quickly and we should really strive to keep the momentum going. On Jill's suggestion for steps 1 and 2, thanks to anyone who can help finding the information we need.
I am presently and temporarily lacking the necessary time to do much needed research on this project and I will not be able to attend the meeting on Monday. I also have family from way down south visiting this week. I plan on stopping by Charlie's to get an update later this week and hopefully start working with the group on our "selling the idea" approach to the land owner's. A 15 minute brainstorm meeting would be very beneficial.

Hillside contacted Mr. Berguson in 2003 about purchasing the property. He refused to talk to them. We are trying a few other things to try to obtain the property. We agree, it would be WONDERFUL. However, keep in mind that PA Real Estate Resources owns the former Brague Properties next to the Northern Tier facility. If they don't get the Berguson dump, we fear they may try to put one on the other properties. One step at a time, I guess. Robert Rovner is the president of both PA Waste and PA Real Estate Resources.

Sorry for the short notice, but this is an open invitation to a meeting
to explore the feasibility of an ATV park in the Seven Lakes area
Thursday 6/3 at 7pm at Charlie & Renee's shop -- 248 Main St.,
Blossburg, 638-2828.
Purpose of meeting: plan feasibility study for ATV park at Seven Lakes.
We need to figure out what we need to do, how to do it, what political
and environmental issues might arise, and gather some idea of what the
project might cost and what it might bring in. Daniel and I have been
thinking about a three-month deadline on this -- ie presenting to
landowners and/or potential funders by mid-August. That's very tight,
but if we're serious about doing this, it's possible.

Thanks to Charlie for the delicious Baxter's cookies and to Heidi

Action items discussed
The role of the treasurer will be to sign off on any expenses and
keep track of the accounting piece for Blossburg V.I.B.E. Between
Mike and Tonya, the expenses will be paid through the Boro/BIA.
Jill Nickerson will be making name tags for the visioning sessions.
Tim Kinsey also volunteered to bring soda and Josh will be bringing
cups.
Daniel came up with an excellent idea to turn seven lakes into an
ATV park. Great idea...we will keep that in mind for future
reference.
Tonya is looking into getting a contact person from the Dept. of
Transportation for signage on the highway.
Kathy Hemling brought up the issues concerning the Coal Festival.
Perhaps we would be able to help somewhere down the line.
Establishing the project
Name? After many interesting ideas from the committee we decided
on Blossburg V.I.B.E ( Visions in Business and Entertainment) Great
job on the name...hopefully the town will soon catch the Blossburg
Vibe!!!
Developing Visioning Sessions
Flyer
Patty Kaminski did an excellent job on the Blossburg Dreaming
flyer shown at the beginning of the meeting. After a name was
decided upon, the flyer did some changing. With our new name we
also added a view of the downtown in the background of the font.
This is thanks to a late night from Heidi, Charlie and Renee.
Photocopies were made on friday at the Borough Office. Labels were
made by Jill and with a crew of Heidi, Jill, Shane, Josh, Charlie,
Renee, and Bill the task of mailing the flyers was complete.

Several copies of the flyers were also posted in the downtown stores.
Theatre Tour
The tour took place on Friday May 21st at 1:30.

The meeting started at Frank and Mary Bodford's home on North
Williamson Road. Mary, Frank and Audrey were very kind inviting us
into their home. We discussed our intentions for opening the
theatre and looked at several amazing pictures. Heidi and Josh took
the pictures home with them for Dave Jones to copy. We all then
went to the theatre. It is in great shape. Audrey and Mary talked
about the costs of opening it again and showed us where everything
is located. The boys went into the projection room (after having to
breat the lock) and checked it out. All in all it was nice to meet
Mary and Audrey and see what it would take to get the theatre
running again. A special thanks to them will probably be seen in
the newspaper...Heidi took a good picture.
Next Meeting will be Wednesday June 23rd at 7pm at the Borough
Council Room.

VISION SESSIONS TO BE HELD JUNE 16 AND 30
Blossburg V.I.B.E. to Create Vision Statement, Action Plan
BLOSSBURG, Pa., May 21 -- Residents of Blossburg and surrounding
communities will gather to create a vision for Blossburg’s future two
evenings in June at the Blossburg Memorial Library.
To be held June 16 and 30, 6-9 pm, the sessions are sponsored by
Blossburg Visions in Business & Entertainment, a new group created as a
joint project of Blossburg Borough Council and Blossburg Improvement
Association.
Blossburg V.I.B.E. members have invited anyone who lives, works, plays
or attends school in Blossburg, especially residents of Blossburg
Borough and Bloss and Hamilton townships, the primary users of
Blossburg’s downtown.
The sessions are intended to incorporate ideas from a wide range of
community participants, with fun exercises and small group discussions
resulting in a collaborative, consensus-based vision.
Blossburg V.I.B.E. will use the sessions to develop a vision statement
and an action plan in preparation for submitting grant proposals to the
Pennsylvania Department of Community and Economic Development and other
funding sources. The grants are to provide resources for projects
developed through the vision session process.
Who: Residents of Blossburg Borough, Hamilton Township and Bloss
Township, or anyone who lives, works, plays or attends school in Blossburg.

• Name?
Although the agreement was to have a name to differentiate from BIA and
the boro, the ideas we came up generally resulted in an acronym close to
"BURP" which didn't seem quite appropriate. We tabled it for later
decision and discussion.
• Define "downtown"
After some discussion, we agreed that "downtown" would be defined as
cement bridge to green bridge at this time. It does leave out the
Wishing Well.
We took a quick look at the zoning map on the wall of the borough
council room and realized we need better information about zoning, both
what is zone how and what the process is for rezoning. Tonya McNamara
will find more information and report back.
• Define participation area
After discussing the impact of the new highway on Covington residents'
travel patterns, we decided that we should focus our advertising and
requests for participation to Blossburg, Arnot, Morris Run (Bloss
township, Blossburg borough, Hamilton township)

Kathy Hemling brought up concerns she has heard from other Main St.
businessfolks about this project fizzling out like past improvement
projects. After some discussion, Shane Nickerson said that we'll just
have to "lead by example".
• Review existing demographic and business data, think about what else
we need to inform the visioning session participants
Heidi will contact Kerry Geikis, Tioga County planning manager, to see
if data from survey is available for Hamilton & Bloss townships.

1. Tonya McNamara brought up www.elmiradowntown.com as another source of
information and ideas.
2. Heidi mentioned that Mike Egan has been in touch with the Montrose
Main Street program and they'll be sending us their original grant
proposal that we can use as a base for writing ours.
3. Carol Tama asked when we'd start looking for a manager. Heidi said
Mike Egan and she expect to have the grant proposal in by Fall Festival
in October, we would definitely know by then a timeline for that
possible part-time hire.
4. Shane Nickerson has set up a date for touring the theater: May 21,
1:30pm. We don't want to overwhelm Miss Meyers, so we want to limit the
number of attendees. Josh will take a digital camera so everyone can see
it. Contact Shane or Jill to attend (638-2005/2586)
5. Jim Bogaczyk expressed his apppreciation that so many under-35s were
excited and involved.

a no profit center for kids is a good idea and think it would be a
good thing for bloss..there really is not any place for kids to go
and have fun anymore like there used to be..the old Sandbox was a

Tonya has nearly completed a list of all the businesses in Blossburg,
including maps for each area (north, downtown, south), and has developed
a mailing list with the businesses, Blossburg Improvement Association
members, and Blossburg Borough council & committee/board members.
Mike also made a nice list of community assets.
We discussed the boundaries of "downtown" for the Main St. program's
purposes. The options:
- House's lumber mill to the beer distributor
- House's lumber mill to the beer distributor plus old 15
- Cement bridge to green bridge
- Bear A to green bridge
The concensus was bridge to bridge, but other definitions and opinions
welcome - definitely a topic for 5/12 meeting.
We also discussed the boundaries of our participant/stakeholder area:
- 16912 only
- Blossburg, Arnot, Morris Run
- Blossburg/North Penn school area
This definition would be useful for advertising future meetings and
thinking about the population that our downtown serves. Again, more to
discuss at 5/12 meeting.
Mike made it clear that state and local funding and technical assistance
is available and those key folks are very interested. Blossburg has an
"ideal" downtown set up with lots of services (post office, grocery,
pharmacy, dentist, doctor, fitness center, head start) already in our
downtown, plus plenty of parking, easy walking area. He and/or Tonya
have been in contact with Dept of Community & Economic Development,
TCDC, Northern Tier Regional Development Commission, PA Downtown Center.
We also discussed some other folks we'd like to bring in, Dave Darby and
Denny Murray at Mansfield University, for example.
We reviewed the Tioga County comprehensive plan survey summary. The data
is skewed by the age distribution of the respondents: 36% were retired
at the time of the survey, so we need to make sure that other age groups
get equal input. The major areas of concern for the future: Employment
opportunities/biz development, property taxes, services for elderly,
recreation, and of course, landfills.
A note on property taxes: In Tioga County, property taxes vary
considerably by jurisdiction but every property owner pays three kinds:
county taxes are 3.779 mills, school district taxes (STSD: 11.2, WASD:
8.52, NTSD: 9.325), and local taxes (lowest overall: Duncan Township:
.1, lowest borough: Liberty Borough: 1.3, highest overall: Blossburg
Borough: 6.224). Thus, Blossburg borough property owners pay 21.203,
while our biggest "competition", Wellsboro and Mansfield borough
property owners pay 17.379 and 20.229 respectively. I figured this all
out using Census data and a property tax information sheet that a
realtor gave me. I think it's all 2000 - 2001 data.
We discussed some of the barriers to small businesses moving in to
Blossburg: we have a good amount of retail space available with decent
rents, however, the heating costs are enormous - $800+/mo in the winter.
Mike mentioned that there are rehab matching grants available for both
commercial and residential rentals that we'll need to look into.
Action items (I should have written them all down, I'm sorry I've
forgotten some):
- Heidi & Jill: contact all members of steering committee about 5/12 meeting
- Heidi: develop agenda and data for 5/12 meeting
- Tonya: send Jill lists she's developed
- Shane: work on setting up a tour of old theater
- Mike: keep finding information and resources, find data
